If a license is revoked for a first DWI in New York do you still have to get an ingntion interlock system?

A friend of mine just got his first DWI (he blew .15) and was wondering if you still had to get the mandatory ignition interlock system installed if your license was revoked for a year and you were taking your vehicle off the road for the duration of that time.
