I hadn't before seeing it here, but this isn't a huge surprise. The air travel industry is trying to create a revenue stream from every possible source. It isn't a big leap for airports to join in. In the case of the smoking area, they have to isolate the smokers from the general public, so their argument is probably that they are offsetting the cost of constructing the facility and cleaning it - but there's probably a signicifant profit built in.
